Sheriff’s Office

— A deputy was dispatched at 9:59 p.m. Saturday to Steubenville Pike Road, Center Township, for a protection order violation. Warrants were issued out of Columbiana County Municipal Court for a 69-year-old Lisbon man for charges of violating a protection order, aggravated menacing and obstruction of official business.

— A disturbance was reported at 8:04 p.m. Saturday at Big Arb’s Campground, Buffalo Road, West Township, at the front gate involving a man and woman who were camping on the property and were asked to leave per the owner. A deputy spoke to the man and woman, who were getting into a vehicle to leave. They were told, per the owner, that they’re not permitted back on the property.

— A welfare check was requested for a woman residing on Brookfield Avenue, Lisbon at 9:47 a.m. July 1. A deputy spoke with the woman, who advised she was fine. She also advised she blocked the family member who was asking for the welfare check and does not want any contact with that person.

Highway Patrol

— John E. Cianni, 62, St. Jacob-Logtown Road, Lisbon, escaped injury after a falling tree struck his Jeep Wrangler at 5:45 a.m. July 4 on Logtown Road in Center Township. The Jeep sustained functional damage to the front and top of the vehicle.

— Donna G. Ramsey, 53, Rochester Road, East Rochester, was cited for reasonable control after her northeastbound vehicle traveled off of Wayne Bridge Road in Center Township at 1:58 p.m. July 3 and struck a large stone, causing the GMC Sierra to overturn. Both Ramsey and her passenger, Lewis Bath, 59, First Street, Hanoverton, were each transported by North Star EMS to Salem Regional Medical Center with suspected minor injuries.

— Jared A. Mainous, 38, Elmore, was cited for traffic control devices after his westbound motor home on Georgetown Road struck the overhead structure of a bridge in Knox Township at 8:02 p.m. July 2, with functional damage to the top of the motor home. Mainous and four passengers were uninjured.

— Johnathon S. Russell, 42, state Route 45, Lisbon, was cited for a right of way violation after his vehicle failed to yield from a private drive and struck an eastbound vehicle on state Route 39 driven by Mary M. Palumbo, 30, Steubenville Pike Road, Salineville, at 11:36 a.m. June 30 in Washington Township. No injuries were reported for the two drivers or Palumbo’s four passengers.

— William T. Schneider, 39, Pittsburgh, Pa., was cited for failure to yield right of way while turning left after turning into a private drive while westbound on state Route 558 and being struck by an eastbound vehicle driven by Shane T. Whitacre, 38, Alice Street, East Palestine at 2:58 p.m. June 29 in Salem Township. Both drivers had possible injuries, but weren’t treated or transported.

— Kyler M. O’Conner, 23, New Cumberland, W.Va., was cited for reasonable control, with alcohol suspected, after his southbound vehicle traveled off of state Route 172, struck a fixed railroad object and continued down an embankment and hit a culvert, coming to final rest in a ditch at 2:05 a.m. June 27 in Middleton Township. O’Conner and a passenger were uninjured.

— No injuries were reported after westbound St. Clair Township police officer John Shaughnessy saw another westbound vehicle driven by Corinaz Michelle Councell, 43, Sprucevale Road, East Liverpool, crossing the center line and entering the eastbound lane with oncoming traffic due to a medical emergency, activating his emergency lights and intentionally striking the Councell vehicle to guide it off the left side of the road at 9:55 p.m. June 26 on Calcutta-Smith Ferry Road. The Councell vehicle continued southwest striking a bush before coming to final rest. The report said the driver suffered a physical impairment. No citation was listed.

— Steven R. Miller, 36, Johnson Road, Lisbon, suffered suspected minor injuries and was taken by West Point Fire/EMS to East Liverpool City Hospital after his northwestbound horse and buggy traveled off of the right side of state Route 45 in Madison Township over an embankment and overturned at 9:39 p.m. June 25. None of the six passengers were injured, with the buggy sustaining disabling damage. The report did not include the condition of the horse.

Salem

— Shannon Marie Bell, 28, West Wilson Street, Salem, was arrested on an active warrant for child support out of Columbiana County after officers responded to her home at 12:18 p.m. Tuesday in reference to her warrant.

— Danielle Ann Devan, 40, East Third Street, Salem, was cited for assured clear distance ahead following a two-vehicle crash on East Pershing Street and South Ellsworth Avenue at 10:52 a.m. Tuesday in which she was westbound and failed to stop for traffic at the stop sign, striking the rear of a vehicle driven by Troy Allen Malone, 38, Salineville. No injuries were reported.

— Officers responded to the 100 block of West State Street at 10:05 a.m. Tuesday in reference to criminal trespassing and found a woman known to them in the business’ parking lot. Officers spoke with the woman, who was eventually transported by ambulance to the emergency room.

— Officers responded to the 400 block of Continental Drive at 9:17 a.m. Tuesday where a resident reported someone had been knocking at her door earlier in the morning and then she found a hospital gown in one of her lawn chairs.

— Officers responded to the 1600 block of East State Street at 7:22 a.m. Tuesday in reference to a person to be removed. Officers contacted the person in question who was ultimately voluntarily transported by ambulance to the emergency room.

— Officers responded to the 1900 block of East State Street at 3:42 a.m. Tuesday where a complainant reported the theft of her vape and insurance card, which she believed were taken by someone with whom she interacting in the parking lot.

— Officers responded to the 600 block of East Sixth Street at 1:27 a.m. Tuesday where a resident reported finding a man lying on her front porch. She said she slammed the door to wake him and he then left in an unknown direction.

— An officer spoke with someone on station at 6:41 p.m. Monday who reported an incident in the 2800 block of East State Street the prior day in which a small female juvenile was seen on surveillance video waiting for a ride with four other teenage females, which seemed unusual. Officers will attempt to locate the juveniles on the video.

— Officers responded to the 500 block of South Union Avenue at 6:02 p.m. Monday in reference to a neighbor dispute. Neighbors complained to the owner of a vacant house regarding bees and mice. The owner was edging the sidewalk with a tool resembling a machete. The neighbors and the owner each felt threatened. Officers advised the neighbors to contact the city with any further complaints and to not confront the owner.

— Officers responded to the 200 block of Woodland Avenue at 5:58 p.m. Monday in reference to a stolen electric bicycle.

— William Paul Elkins, 51, Spencer, Ohio, was cited for improper backing following a two-vehicle crash in the 1400 block of Ridgewood Drive at 1:41 p.m. Monday in which he was backing out of a private drive and struck a legally parked unoccupied vehicle in the street. No injuries were reported.

Lisbon

— Robert Vecchio, 62, was cited for public intoxication after officers responded to a 911 hang-up call on East Chestnut Street near North Market Street at 1:04 p.m. Monday and found him sitting on the sidewalk heavily intoxicated. Vecchio was ultimately transported to the East Liverpool hospital.

— Officers responded to the 400 block of East Lincoln Way at 9:25 p.m. July 4 in reference to a neighbor dispute. The callers reported their neighbor had verbally and physically assaulted one of the regarding their dog being on his property. Neither of the complainants wished to press charges.

— Tammy Kent, 48, Day Road, Lisbon, was charged with OVI and marked lanes following a traffic stop on West Washington Street at 1:58 a.m. July 4.

— Joseph Skrinjar, 59, state Route 518, Lisbon, was charged with OVI, OVI breath .08 gram and two headlights required following a traffic stop on West Washington Street and South Lincoln Avenue at 7:20p.m. July 1.

— Adam Grimm, 25, state Route 45, Lisbon, was charged with OVI and failure to control following a one-vehicle crash on East Lincoln Way and Harrison Street July 1.

— Officers responded to a Rose Drive business at 12:59 p.m. July 1 in reference to two juveniles shoplifting. Officers learned that the juveniles had been with their grandmother who said they could not have the items, so they took them without her knowledge. The grandmother found the items on the way home and returned to the store to make the juveniles return them. The store employees did not press charges.

— Joshua Cloud, 44, Steubenville Pike Road, Lisbon, was charged with domestic violence after officers responded to the 100 block of South Market Street in reference to a fight at 6:50 p.m. June 24.
