Municipal

LISBON -- In Columbiana County Municipal Court, cases against Braylen J'Brae Russell, 19, Blacklick, were bound over to the county grand jury for fourth-degree felonies of carrying a concealed weapon and receiving stolen property, fifth-degree felony obstructing official business and misdemeanors of falsification and drug paraphernalia for allegedly fleeing from police investigating an argument between him and a woman and possessing a stolen handgun with a loaded magazine in his pants pocket on Aug. 6 in East Liverpool. He also allegedly possessed a black scale with unknown residue and gave police a false first and last name and date of birth.

A case against William Scott Santimarino, 37, Hammondsville, was bound over to the county grand jury for fourth-degree felony failure to comply for allegedly fleeing from East Liverpool police attempting a traffic stop of a motorcycle on Aug. 7 in East Liverpool. He's also facing a court trial in Municipal Court for charges related to the incident, including expired license, reckless operation and expired registration.

A preliminary hearing was set Aug. 24 for William Payton, 21, Bouquet Street, Negley, charged with felonious assault, a second-degree felony, and fourth-degree felony domestic violence for allegedly telling a woman he was going to kill her before going after her with a kitchen knife on Aug. 10 in Middleton Township, causing a minor laceration on top of her head.

A preliminary/pretrial hearing was set Aug. 24 for Austin R. Lemasters, 29, Malone Road, Salineville, charged with second-degree felony burglary, fifth-degree felony theft and misdemeanor criminal trespass for allegedly prying open the kitchen window to a state Route 39, Wellsville property on Aug. 5, crawling inside the residence and stealing $75 in cash from an upstairs desk drawer. Security cameras captured the defendant crawling in the window and he was positively identified by his facial tattoos and stature by the victim, who knew him from prior interactions as a former employee. On June 3, he allegedly trespassed on the same property peering into doors and windows.

A preliminary hearing was set Aug. 24 for Jordan Michael Franklin, 31, Main Street, Wellsville, charged with domestic violence, a third-degree felony, for allegedly punching a woman in the face an unknown number of times, causing a broken nose and other injuries, and then grabbing her by the neck on Aug. 15 in East Liverpool, with prior convictions on his record.

A preliminary/pretrial hearing was set Aug. 24 for Charles G. Wilson, 55, Water Street, Salineville, charged with third-degree felony telecommunications fraud, fifth-degree felony possessing criminal tools and misdemeanor criminal trespass for allegedly being caught in Springhill Cemetery in Wellsville with a large amount of AT&T stolen wire in his truck on Aug. 14, with tools used to cut the wire down in the bed of his truck. According to the affidavits, there was $25,825 worth of AT&T wire and the tools included wire cutters, headlamp, chainsaw and chains and pvc. He was also fined $50 for a registration violation.

A preliminary/pretrial hearing was set Aug. 24 for Meghan A. McElroy, 33, Maple Hill Road, Salineville, charged with third-degree felony telecommunications fraud and misdemeanors of criminal trespass and drug paraphernalia for allegedly running from a truck with a large amount of stolen AT&T wire from Spring Hill Cemetery and tools and also possessing and dropping a hypodermic syringe after fleeing from Spring Hill Cemetery, all on Aug. 14 in Wellsville.
