LISBON - A Cleveland man is facing several years in prison for multiple drug charges in Columbiana County Common Pleas Court.
Benny Ray Miley Jr., 37, was sentenced to 24 months in prison for attempted aggravated possession of drugs, a third-degree felony, to serve consecutively with 24 months in prison for attempted possession of a fentanyl-related compound, a third-degree felony, served concurrently with nine months in prison for possession of cocaine, a third-degree felony, and possession of drugs, a fifth-degree felony. He was also fined $5,000 for each count of attempted aggravated possession of drugs, attempted possession of a fentanyl-related compound and possession of cocaine.
Also in common pleas court:
- Justin R. Barrett, 41, Sophia Street, East Liverpool, was sentenced to 24 months in prison for two counts of having weapons while under disability, a third-degree felony, and unlawful possession of a dangerous ordnance, a fifth-degree felony, to be served consecutively with a sentence of 18 months in prison for illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, a third-degree felony, and possession of criminal tools, a fifth-degree felony, an a sentence of 24 months in prison for aggravated possession of drugs, a third-degree felony.
- Richard A. Braham, 28, West Park Avenue, Columbiana, was sentenced to eight months in prison for pandering obscenity involving a minor or impaired person, a fourth-degree felony, to serve consecutively with six months in prison for four counts of illegal use of minor or impaired person in nudity-oriented material or performance, a fifth-degree felony, to serve concurrently. He is designated as a tier II sex offender.
- James Joseph Lippiatt, 37, Washington Street, Salem, was sentenced to 10 months in prison with jail credit of 98 days after pleading guilty to possession of cocaine, possession of a fentanyl-related compound and possession of drugs, all fifth-degree felonies, and possession of fentanyl-related compound, a fifth-degree felony, in two separate cases.
- Juan G. Anchondo, 39, West Clark Street, East Palestine, was sentenced to 15 months in prison for burglary, a third-degree felony, and aggravated assault, a fourth-degree felony.
- Jason N. Barnes, 38, Steubenville, was sentenced to 10 months in prison for a community control violation for possession of heroin and possession of a fentanyl-related compound, both fifth-degree felonies.
- William R. Payton, 21, Bouquet Street, Negley, was sentenced to eight month in prison for assault, a fifth-degree felony, to be served consecutively with a concurrent sentence of 12 months in prison for two counts of assault, both fourth-degree felonies, and 30 days in jail for resisting arrest, a first-degree misdemeanor, with 66 days of jail credit.
- Carter D. Hollinger, 24, Carmel Achor Road, Rogers, was sentenced to 96 days in jail, with credit for 16, for a community control violation for possession of drugs, a first-degree misdemeanor.
- Joseph L. Murphy, 47, Walnut Street, Leetonia, was sentenced to 90 days in jail for a probation violation of two counts of non-support of dependents, a fifth-degree felony.
- Robyn M. Wornoff, 37, Lakewood, Ohio, was sentenced to 80 days in jail, with credit for 17, for a probation violation for aggravated possession of drugs, a fifth-degree felony.
- James L. Cunningham Jr., 44, Center Street, Wellsville, was sentenced to 60 days in jail, with credit for 58, for a probation violation for non-support of dependents, a fourth-degree felony.
- Tyler D. Howell, 28, Florence Road, New Cumberland, W.Va., was placed on three years community control after pleading guilty to possession of cocaine and possession of a fentanyl-related compound, both fifth-degree felonies, and possession of drugs, a first-degree misdemeanor.
- Brandon Staudacher, 35, St. Clair Avenue, East Liverpool, was placed on two years of community control after pleading guilty to attempted failure to comply with an order or signal of a police officer, a fifth-degree felony, and endangering children, a misdemeanor.
- Mark Muenstermann, 40, Milan, Ill., was placed on one year of community control for misdemeanor charges of possession of drugs and obstructing official business.
- Natasha L. Thomas, 42, Annesley Road, East Liverpool, was granted intervention in lieu of conviction after pleading guilty to grand theft of a motor vehicle, a fourth-degree felony; an amended count of obstructing official business, a fifth-degree felony; and trespass in a habitation when a person is present or likely to be present, a fourth-degree felony.
Municipal
LISBON -- In Columbiana County Municipal Court, cases against Thomas Eugene Powell, 30, St. Clair Avenue, East Liverpool, were bound over to the county grand jury for second-degree felony burglary and misdemeanors of aggravated menacing and criminal damaging for allegedly entering a home unwelcome and in an aggressive manner, knocking down blinds, throwing water on a homeowner, raising a fist and threatening him on Aug. 26 in East Liverpool. He also ripped off a curtain from the porch deck, knocked curtains off of the glass door and slammed a pottery dish to the ground, shattering it. He was also fined $700 and sentenced to 28 days in jail, with credit for one day served, leaving a balance of 27 days to serve in jail for physical control amended from OVI and abusing harmful intoxicants with charges of speeding and driving while texting dismissed. His license was suspended for one year. The affidavit said Powell had been huffing out of an aerosol can before rear-ending another vehicle in a crash on April 17 in St. Clair Township. He also must serve the jail time for violating the terms of his probation for a 2023 case of disorderly conduct, Charges of driving under suspension and improper/expired registration were dismissed.
Joshua M. Cloud, 44, Steubenville Pike Road, Lisbon, was fined $450 and sentenced to 30 days in jail, with credit for 10 days served, leaving a balance of 20 days to serve in jail for assault amended from domestic violence, disorderly conduct amended from domestic violence and aggravated menacing. Cloud threatened to shoot a woman with a shotgun during an argument on March 17 in Center Township, with the shotgun going off as she was running from the home. On June 24 in Lisbon, he struck the woman, which was seen on video and witnessed by bystanders.
Cassandra Spadaccia, 35, state Route 45, Lisbon, was fined $350 and received a suspended 90-day jail term, with 20 hours community service, for assault. She was ordered to stay away from the victim. She fought with another woman on April 21 in Lisbon by chasing her, grabbing her hair and punching her.
Blaine Scott Vadino, 25, Longs Crossing Road, Leetonia, was fined $150 for disorderly conduct amended from domestic violence for pushing a woman into a chair and causing injury on June 15 in Salem Township.
Kandice Leann Cunningham, 52, Old Fredericktown Road, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, with 20 hours community service, for disorderly conduct amended from domestic violence for threatening to kill a man during a domestic in St. Clair Township on Jan. 5.
James Davisson, 30, Laurel Lane, East Liverpool, was fined $250 and given credit for two days served in jail for disorderly conduct amended from assault and for intoxication for being intoxicated and striking another man in the face on June 24 in East Liverpool.
Albert M. Fullerton, 63, Mick Road, Wellsville, was ordered to serve 22 days in jail for violating the terms of his probation for a 2025 case of violation of a protection order. He was also fined $750 and given credit for 68 days in jail for merged operating a vehicle impaired charges and a charge of unauthorized use of a motor vehicle. His license was suspended for three years.
Joseph Biser, 19, Franklin Avenue, Salem, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, with 35 hours community service, for menacing. An affidavit said Biser was in Marc's and said he had a gun and was going to shoot people on Aug. 30 in Salem.
Angel J. Myers, 26, Center Avenue, Lisbon, was fined $250 and given credit for two days served in jail for violating a temporary protection order for approaching a protected person on Aug. 18, 2025 in Perry Township.
Haley R. Michaels, 26, South 12th Street, Beloit, was fined $350 and given credit for three days served in jail for falsification, with another charge of falsification dismissed. Michaels made a false statement to incriminate another person on April 21.
Jennifer Brooks, 44, Alliance, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, with 40 hours community service, for theft for stealing five packs of cigarettes, three bottles of pop and one frozen drink all valued at $39 while working at Duchess, U.S. Route 62, Alliance on April 28.
A pretrial was set Nov. 3 for George Allen Merrill, 60, Moore Street, East Liverpool, charged with theft for allegedly concealing two bottles of vodka valued at $8.56 in his pants on Sept. 8 at Giant Eagle in East Liverpool.
A pretrial was set Nov. 4 for James Joseph Platz, 45, Midland, Pa., charged with theft for allegedly stealing a beer valued at $3.19 from Sheetz on March 11 in East Liverpool.
Tera A. Alexander, 21, Alliance, was fined $450 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for criminal trespass and two counts of disorderly conduct, with one amended from obstructing official business. She must complete 25 hours community service and stay away from the Foundry in Salem. She was acting disorderly and throwing bottles at Fernengels and then going inside the kitchen at the Foundry next door and stumbling around without permission on April 18 in Salem. She was asked to leave the Foundry and snuck back in to hide from police. During her arrest she was refusing to get into the cruiser.
Heather M. Reed, 42, Broadway Avenue, Wellsville, was fined $300 and received credit for one day served in jail for theft and drug paraphernalia for possessing a crack pipe and being part of a crew that stole 50 items from the Calcutta Walmart valued at $849.64 on July 1.

A pretrial was set Nov. 18 for Mykel L. Crooms, 18, Grimms Bridge Road, East Liverpool, charged with theft and two counts of criminal damaging for allegedly stealing a woman's cell phone, running from the scene of the incident in Lisbon on Nov. 10, 2025 and smashing the cell phone, leaving it inoperable in the woods behind BP gas station. He also threw a rock at the window of her house in St. Clair Township and smashed it out.
Alvin Stanley Pugh, 46, Etruria Street, East Liverpool, was fined $150 for criminal trespass for being on a condemned property in East Liverpool outside the hours he was permitted to work on the home on June 25.
Josiah Rance Jones, 18, Simmons Street, East Liverpool, was fined $250 and sentenced to 10 days in jail, with credit for one day served, leaving nine days to serve in jail for theft for stealing another man's bicycle from Circle K in Lisbon on July 3.
Dustin M. Andrews, 28, state Route 170, East Palestine, was fined $1,050 and sentenced to 30 days in jail, with credit for 14 days served, leaving a balance of 16 days to serve for drug paraphernalia, theft, drug paraphernalia amended from possess instruments to ingest and failure to comply. He stole two weld-paks and multiple battery-powered tools from inside a garage in Negley on Jan. 27 and fled from deputies when they attempted a traffic stop on Feb. 21 in Middleton Township. On Feb. 11, 2025 in Lisbon, he possessed a cut straw with white residue during a traffic stop and he possessed paraphernalia during a traffic stop on Aug. 23, 2023 in St. Clair Township.
