Grand Jury

LISBON -- Two secret indictments out of the Columbiana County Grand Jury regarding drug possession were served Tuesday.

Ikeima D. Abercrombie, 39, Wilbert Avenue, East Liverpool, is charged with fifth-degree felony possession of drugs for allegedly having buprenorphine on Dec. 20, 2024, having previously been convicted of drug possession in 2009.

Braxton G. Mascher, 36, state Route 154, Lisbon, is charged with fifth-degree felony possession of drugs for allegedly having amphetamine on April 5, 2026.

Municipal

LISBON -- A Salem woman has been bound over to the grand jury after allegedly threatening a police officer.

Kayla Clingerman, 40, Chalmers Avenue, Salem, was bound over to the grand jury charged with third-degree felony intimidation, and misdemeanor charges of obstructing official business and disorderly conduct for allegedly drinking multiple bottles of alcohol and falling on the ground multiple times after previously being warned to desist by officers and refusing to stand up and walk after being placed in custody, requiring she be picked up and carried to the cruiser in Salem on Sept. 25. Clingerman also allegedly threatened to kill an officer of the Salem Police Department while being transported to the Columbiana County Jail.

Shannon McCarthy, 31, Boardman Canfield Road, Boardman, was sentenced to 180 days in jail with 150 days suspended and fined $1,000 for domestic violence and endangering children for cutting a juvenile child's knee with a retractable razor while intoxicated in Wellsville on May 22.

Breanna Ours, 26, Shadylane Drive, East Liverpool, was sentenced to 180 days in jail with 120 days suspended and credit for three days served for endangering children for permitting a juvenile to live in "deplorable" living conditions with broken crack pipes, narcotics, and used prophylactics on the floor and rotting meat, bugs and sharp broken items scattered throughout an East Liverpool residence.

Amber Cataldo, 34, Thomas Street, East Palestine, was sentenced to five days in jail and fined $250 for endangering children for failing to supervise three juveniles and permitting them to walk approximately a quarter of a mile unattended to a business in East Palestine on June 23.

Justin Burr, 33, Thomas Street, East Palestine, was sentenced to five days in jail for fined $250 for child endangering failing to supervise three juveniles and permitting them to walk approximately a quarter of a mile unattended to a business in East Palestine on June 23.

Andre Brown, 59, Federalsburg, Maryland, was sentenced to 90 days in jail with 89 days suspended and credit for one day served and fined $750 for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on Aug. 10, and possessing the cellular device used to arrange the criminal act at that time. A charge of open container was dismissed.

Corey McQueen, 34, Evergreen Avenue, Youngstown, was fined $150 for possession of a controlled substance for possessing five clear plastic bags containing marijuana totaling 175 grams during a traffic stop in Madison Township on July 27. A charge of possessing marijuana was dismissed.

Adam Grimm, 24, Lisbon, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1,115 for OVI and reasonable control.

A pretrial was set Oct. 14 for Barry Cooper, 70, U.S. Route 30, Lisbon, charged with domestic violence for allegedly grabbing a woman by the arm and pushing her into a shelf, shoving his face against her own and her glasses in Lisbon on Sept. 21. He also allegedly pulled up behind her vehicle in his truck when she attempted to leave and pushed her vehicle with his own before cutting her off when she attempted to leave.

A pretrial was set Dec. 1 for Keven Morrison, 57, East Third Street, East Liverpool, charged with two exterior protection violations, a housing code violation, and falsification for allegedly failing to remediate an East Liverpool property in a state of disrepair in a timely fashion despite verbal and written orders to do so. Issues including but not limited to a dilapidated garage, missing parts of the roof, damaged soffit and fascia, missing and broken windows, missing gutters and downspouts, and ivy growing on wooden clapboards. Morrison also allegedly led city officials to believe he was the registered owner of the property by providing them with a false identity in May of 2026.

A pretrial was set Nov. 24 for Louis Reynolds, 40, Silliman Street, New Waterford, charged with an open container for allegedly possessing an open container of alcohol during a traffic stop in Middleton Township on Sept. 16.

A pretrial was set Nov. 30 for Billy Childers, 18, Calabash, North Carolina, charged with OVI, driving without a license, and a turn signal violation.

A pretrial was set Nov. 23 for Jessica Rodriguez, 47, Menifee, California, charged with reckless operation, OVI, failure to produce license, traffic control devices, and prohibited U-turn.

A pretrial was set Nov. 30 for Jody Deweese, 18, Sunset Beach, North Carolina, charged with OVI and wrongful entrustment.

A pretrial was set Nov. 30 for Scott Freese, 46, Union Street, Rayland, charged with OVI and reasonable control.
