Municipal LISBON – An altercation at his home has led to felony charges for a Beloit man. A preliminary hearing was Sept. 22 in Municipal Court for Scott Smith, 42, Westville Lake Road, charged with second-degree felony strangulation and misdemeanor domestic violence.
