Frederick M. Kaiser, age 78, of Pt of Rocks, MD passed away February 10, 2023. He was born August 30, 1944, in Salem, OH, the son of Victoria(Oana) and Frederick Martin Kaiser. Fred was a devoted husband, father, grandfather 'Papa' and friend to many. He is survived by his loving wife, Carol S Kaiser, children, Lisa Kaiser, Tess Kaiser, Tim (Lisa) Miller, Jennifer (Mark) Buckberg, Aaron (Heather) Skrivanek. Grandchildren include, Colin Torrible and Sasha Ralli, Noah, Nathan and Jay Buckberg, Emma and Ethan Miller, Henry and Harper Skrivanek. Proceeding him in death were his brother Jan and his Uncle John Oana.
Fred's great passions include his family, football, and his career with the Congressional Research Service (CRS)
Fred was a Specialist in the American National Government at CRS, a nonpartisan support agency of the U.S. Congress, where he provided research, analysis, briefings, and testimony for Congress since 1975. A former consultant with the House Foreign Affairs Committee, he was also involved in democracy-building programs, in academic and professional societies: and in contributing in scholarly publications. He was first included in the Who's Who in the East in 1978 and received awards from CRS for his service and from academic, civic and government organizations for other contributions. He participated regularly in professional conferences in the U.S. and abroad and has more than 50 publications.
Fred, who had been an adjunct professor at American University and the University of Maryland, previously taught political science at Waynesburg College (PA) and the University of Pittsburgh, where he received his M.A (1967). His B.A. is from Cornell University (1966), where he was a scholarship holder and member of the Red Key Society, an academic honor society for varsity athletes. He had also been a guest speaker at various universities and institutes, such as the Federal Executive and Foreight Service Institutes, National Defense University, the White Burkett Center for the Presidency, and the Government Affairs Institute at Georgetown University.
