Municipal LISBON - In Columbiana County Municipal Court, a pretrial was set Aug. 3 for Matthew Christopher Ward, 38, Michigan Avenue, East Liverpool, charged with disorderly conduct after being erratic, and yelling and cursing at police officers in East Liverpool on July 23 after calling 911 and admitting to being on methamphetamine. He continued yelling at officers after going inside his home, then walked outside and called 911 while emergency personnel were still there. Ryan S.
