Slight LGF increase, slight decrease for libraries
LISBON — Subdivisions will receive slightly more next year from the Local Government Fund distribution, but local libraries can expect slightly less from the Public Library Fund.
The Columbiana County Budget Commission approved the 2026 distributions from both funds during a recent meeting.
The LGF is based on the alternate formula approved by the entities many years ago which guarantees every entity $15,000 then adds more based on population. The Columbiana County Park District receives only the $15,000.
Half of the LGF fund distribution from the state goes to the county, with the other half divided among the townships, cities and villages. As the largest city, Salem gets the largest percentage, in excess of 4.59 percent for a total of $151,064. The county will receive more than $1.6 million.
Next year’s total LGF received from the state will total $3,287,842, which is more than the 2025 distribution that totaled $3,126,181.
Amounts for the 18 townships next year ranged from a low of $22,140 for Franklin to a high of $104,163 for St. Clair Township and for the villages ranged from a low of $16,256 for Summitville and a high of $50,567 for Wellsville.
Besides Salem, the rest of the cities will receive $128,773 for East Liverpool, $80,295 for Columbiana and $69,395 for East Palestine. East Palestine is still listed on the document as a city even though it’s a village.
The libraries in the county will split an estimated $4,362,795 for 2026, which is a decrease from the $4,451,461 received for 2025. The amount the libraries receive is based on several factors, including square footage and circulation numbers.
The expected allocations include: $1,033,982 for Salem; $888,701 for Columbiana; $548,403 for East Liverpool; $545,349 for Lisbon; $495,177 for East Palestine; $491,250 for Wellsville and $326,337 for Leetonia. Alliance and Minerva, which are partially in the county, are expected to receive the following, $13,060 for Alliance and $19,632 for Minerva.
During the most receive Budget Commission meeting earlier this month, the commission approved the 2026 budgets of local entities who had budget extensions, including the city of East Liverpool, the city of Salem and the Leetonia Public Library.
The Budget Commission is comprised of county Auditor Nancy Gause Milliken, county Treasurer Bryan Blakeman and county Prosecutor Vito Abruzzino.
