ELKTON (WKBN) — A historic Columbiana County landmark is entering a new chapter. A barn along Route 154 in Elkton that dates back to the 1830s is under new ownership. Most people know the property as Lock 24, but now it’s called the 1830 Gathering Place. The building has seen many businesses come and go throughout the years. MUNICIPAL LISBON — A Columbiana County jail inmate who allegedly escaped from East Liverpool City Hospital and a man who allegedly lied to deputies about the ride he gave him both had their cases bound over to the county grand jury. Joseph R. Adams, 48, Holliday Street, East Liverpool, waived his preliminary hearing Wednesday in county Municipal Court for escape, a second-degree felony, and vandalism, a fifth-degree felony. Man charged with assault found not guilty by reason of insanity

LISBON — A Washingtonville man found not guilty by reason of insanity in 2024 for felonious assault and other charges will remain on conditional release in the community. David Kirby, 34, West Main Street, appeared recently in Columbiana County Common Pleas Court for a mandatory one-year review hearing regarding the conditional release, with Judge Megan Bickerton noting he’s still a mentally ill person based on a report from the Forensic Psychiatric Center of Northeast Ohio.
