MUNICIPAL COURT

LISBON — In Columbiana County Municipal Court, a case against Marc Schmucker, 42, Bristolville, was bound over to the county grand jury on third-degree felony compelling prostitution and fifth-degree felony possessing criminal tools after he waived his right to a preliminary hearing.

Schmucker allegedly responded to an undercover ad on a known prostitution website advertising a 16-year-old juvenile and solicited sexual activity in exchange for money, traveling to East Palestine on Jan. 12, 2023 for the meeting.

John P. Bartos III, 40, Boardman, waived extradition as a fugitive from justice from the state of Pennsylvania on a charge of theft by deception-false impression for allegedly failing to complete installation of doors at the Lighthouse Baptist Church in North Beaver at a cost of $3,850 for the incomplete work. He had been picked up on a secret indictment for theft in Columbiana County for a separate case.

A pretrial was set March 27 for Christopher Hightower, 40, West Seventh Street, East Liverpool, charged with obstructing official business, illegal use or possession of drug paraphernalia, and theft for three different incidents. The most recent occurred March 18 when he allegedly ran from police who attempted to apprehend him on a warrant in East Liverpool. On March 16, he allegedly had a glass pipe in his pocket after being taken to East Liverpool City Hospital following an assault. The theft charge stemmed from Hightower allegedly concealing $66 worth of merchandise in his pants at Family Dollar on Walnut Street, East Liverpool on March 4.

A pretrial was set May 25 for Gary V. Jackson, 59, Lisbon Canfield Road, Leetonia, charged with domestic violence for allegedly throwing a woman against a wall, punching her in the face and head and pushing her to the ground on March 18 at the Leetonia address.

A preliminary/pretrial hearing was set March 27 for Sihe Raheem McCurdy, 41, Sharon, Pa., charged with third-degree felony tampering with evidence and misdemeanors of possessing criminal tools, engaging in prostitution and driving under suspension. McCurdy allegedly on March 20 in East Palestine threw suspected crack cocaine out of the window of his vehicle after arriving for a sex-for-hire meeting arranged through an undercover ad.

Divya Patel, 29, Grove City, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution ad possessing criminal tools. He was ordered to perform 20 hours community service and complete a 12-hour education course. Patel responded to an undercover ad on an escort website and arranged for sexual conduct with a female in exchange for $180, arriving in East Palestine for the meeting on Oct. 7, 2022.

A pretrial was set June 5 for Joseph Burley, 35, Hampstead, Md., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct with a female in exchange for $100, arriving in East Palestine on March 19 for the meeting.

A pretrial was set June 8 for Gary Lance Heberling, 65, Canfield, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website advertising a female and requesting a massage with a “happy ending” in exchange for $120, arriving in East Palestine on March 17 for the meeting.

Ryan Gatto, 48, Plum, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was also ordered to complete 20 hours community service and a 12-hour education course. Gatto responded to an undercover ad on a known prostitution website and arranged to have sexual activity with a female in exchange for $200, arriving in East Palestine on Oct. 30, 2022 for the meeting.

Russell Paul Miller, 41, Struthers, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to perform 20 hours community service and complete a 12-hour education course. Miller allegedly arranged for sexual activity in exchange for money with an agent posing as an adult mother and daughter and arriving in East Palestine on Jan. 1 for the meeting. A charge of voyeurism was dismissed against Miller for allegedly possessing three videos of a woman in a state of nudity.

Daniel Crow, 45, Broadway Avenue, Wellsville, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour course. Crow requested sexual conduct from an undercover agent in exchange for $140 and traveled to Salem on March 17 for the meeting.

Sentencing was set March 27 for David J. Wood, 28, East Fourth Street, Salem, who pleaded guilty to domestic violence and was ordered to have no contact with the victim. Wood was accused of punching a woman in the nose on March 19 in Salem.

A pretrial was set March 27 for Nicole Jeffries, 32, East Fourth Street, Salem, charged with domestic violence for allegedly slapping a man in the face on March 19 in Salem.

Richard Stoddard, 53, Grove Alley, East Liverpool, was fined $150 and sentenced to 20 days in jail, with credit for two days served, for disorderly conduct for disturbing his neighborhood by yelling for help, yelling at neighbors and laying on his horn between March 18 and 19 in East Liverpool. The affidavit said he was visibly impaired.

A pretrial was set June 5 for Steven D. Wright, 43, Main Street, Wellsville, charged with menacing for allegedly following and yelling on Sept. 24, 2022 at a woman who said she was being harassed and was afraid to go outside her apartment because of the defendant.

Dustin James Brooks, 36, Vine Street, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for criminal damaging. He was ordered to perform 20 hours community service. Brooks used a large rock to damage the fender of an East Liverpool Police Department cruiser parked in front of the police department on Jan. 1. A restitution hearing was set for June 1.

A pretrial was set March 27 for Michael Welsh, 49, Youngstown, charged with receiving stolen property and criminal trespass for allegedly being on a property without permission on Carmel Achor Road on March 17 and possessing eight different rings that did not belong to him that were identified by the owner.

A pretrial was set June 6 for Bryce Cooper, 25, West Middletown Road, Salem, charged with disorderly conduct for allegedly urinating in a public parking lot in Salem on March 18.

Jared Ser, 27, Sharon, Pa., was fined $150 for disorderly conduct for his behavior while intoxicated in Salem on Dec. 31, 2022.

Bailey Riddle, 21, Firestone Avenue, Columbiana, also West Pershing Street, Salem, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct. Riddle was ordered to complete 60 hours community service. Riddle was accused of throwing things around the front yard on Jan. 2 and then later urinating in the front yard the same day on Firestone Avenue, Columbiana.

Sentencing was set April 11 for James Vint, 22, West Pershing Street, Salem, who pleaded no contest to criminal damaging and was ordered to stay away from the victim. Vint was accused of kicking a man’s vehicle and causing a dent on March 18 on West Pershing Street, Salem.

A pretrial was set June 6 for Shayne Beagle, 32, Broadway Avenue, Wellsville, charged with failure to file city income tax return and four counts failure to pay city income tax for allegedly failing to file an income tax return for tax year 2021 and failing to pay city income tax from 2017 through 2020, all for Bombshell Beauty Salon in East Liverpool.

Three counts of infestation and screening were dismissed against Ryan Pritt, 41, Lisbon Street, East Liverpool, who had been accused of failing to maintain the walls, windows and roof drainage of a Lisbon Street, East Liverpool property in 2022.

A pretrial was set March 27 for Jonathon Lagone, 21, Glasgow Road, Salineville, charged with operating a vehicle under the influence of alcohol or drugs first offense, no valid license, improper/expired registration, drug paraphernalia and possession of marijuana.

Bryan Morlan, 30, Graham Street, Lisbon, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense and speeding. His driver’s license was suspended for a year, with driving privileges granted. He was ordered to complete 20 hours community service.

Preston English, 30, Monroe Street, East Liverpool, was fined $105 for no license and expired registration.

A pretrial was set June 6 for Shelby Jewell, 29, Plymouth Place, Salem, charged with OVI first offense, OVI breath first offense and license plate light.

Brian Tray, 46, state Route 164, Lisbon, was fined $1,025 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI and left of center, with his driver’s license suspended for a year with driving privileges granted. He was ordered to complete 20 hours community service.

Christy Keglor, 48, Lake Milton, was fined $150 for driving under suspension.

Kharl Schrode, 52, Amsterdam, was fined $100 for left of center and had an OVI charge dismissed.

A pretrial was set May 1 for Leslie Dawn Wilson, 57, Bell Avenue, Columbiana, charged with driving under suspension.

Santee Baumgarner, 25, Densmore Avenue, East Liverpool, was fined $250 for driving under suspension.

James Snowden, 38, Youngstown, was fined $50 for traffic control devices and a charge of marked lanes was dismissed.

A pretrial was set June 5 for Randy Lee Muschweck-Felton, 21, Steubenville Pike Road, Lisbon, charged with failure to stop after an accident and failure to control.
