LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 2 for Sydney Panza, 25, Beaver, Pa., charged with fourth-degree felony assault on a peace officer for allegedly pushing a Salem police officer and kicking him in the back of the legs while at the department in Salem in the custody of Leetonia police on June 26.

A preliminary/pretrial hearing was set July 2 for Brian Pearl, 54, East Clark Street, East Palestine, charged with fourth-degree felony burglary and misdemeanors of criminal damaging and criminal trespass for allegedly kicking the locked door open of a Lisbon apartment, causing damage to the door, locks and door frame and entering the apartment illegally on June 23. On June 26, he entered the same apartment in Lisbon without permission by using a ladder to climb up to the second floor and crawling through a window, throwing items out the window.

A preliminary/pretrial hearing was set July 25 for Russell Adair, 21, Berlin Center, charged with fourth-degree felony improper handling of a firearm in a motor vehicle and misdemeanor physical control for allegedly having a shotgun in plain view in a parked vehicle on June 27 in Columbiana

A preliminary hearing was set July 1 for Davon Mali Moats, 21, St. Clair Avenue, East Liverpool, charged with third-degree felony failure to verify change of address for allegedly failing to notify the sheriff’s office as of June 25 that his address changed after vacating a condemned residence in East Liverpool, which as a registered sex offender he’s required to do.

A pretrial was set July 11 for Andrew Nutt, 36, West Park Avenue, Columbiana, charged with domestic violence for allegedly throwing a space heater at another man during a domestic on June 25 in Columbiana, causing multiple ceiling tiles to fall to the ground.

Anthony Ray, 31, Bank Street, East Liverpool, was fined $250 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for assault. He was ordered to complete 20 hours community service and to have no contact with the victim. Ray was accused of assaulting another man on Dec. 11, 2022 in Wellsville.

Courtney Gardner, 34, Pennsylvania Avenue, Wellsville, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct, amended from domestic violence. Gardner made threats against a man and his family in East Liverpool on March 25.

A pretrial was set Sept. 24 for Peter Huskes, 50, Baldwin, Wisc., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, then traveling to East Palestine on June 26 for the meeting.

Brandon Thomas Devore, 37, Barberton, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course which was already complete. Devore requested sexual conduct from an undercover agent for the agreed upon price of $160, then drove to Salem on March 21 for the meeting with the phone he used to make the arrangements.

Johnny Sheppard, 40, Hamlin, W.Va., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and improper handling of a firearm in a motor vehicle, amended from a felony to a misdemeanor. He was ordered to complete 20 hours community service and a 12-hour education course which was already completed. Sheppard responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $160, traveling to East Palestine on April 3 for the meeting. A loaded 9mm handgun was located in his vehicle.

William Arthur VanCuren, 57, Dubois, Pa., was fined $500 and given a suspended 30-day jail term for two counts of possessing criminal tools, with one amended from engaging in prostitution. He was ordered to complete 20 hours community service and a prostitution prevention online course. VanCuren was accused of responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for $100, arriving in East Palestine on Feb. 22, 2023 for the meeting.

Brianna Marie Nichols, 22, Warren, was fined $250 and given a suspended 60-day jail term for soliciting. She was ordered to complete 20 hours community service. Nichols posted a sex for hire ad on a known prostitution website and arranged for sexual activity in exchange for money with an undercover agent who responded to the ad, then she drove to East Palestine on April 24 for the meeting.

A pretrial was set Sept. 24 for The Newbold Group Inc., care of Adam Newbold, president, West Lincoln Way, Lisbon, charged with eight counts of prohibited acts under the commerce building maintenance and abandoned commercial building codes and one count of abandoned commercial building code violation. During a period from Feb. 2 to Feb. 29 this year, The Newbold Group allegedly violated the East Liverpool commercial maintenance and abandoned buildings code for property the group owns at 139 W. Fifth St., East Liverpool, also known as the former Elks lodge building.

Earl Breese IV, 39, Warren, was fined $1,200 and sentenced to 180 days in jail, with 150 days suspended and credit for one day serving, leaving 29 days to serve in jail, for failure to comply and obstructing official business, amended from felonies to misdemeanors, and driving under suspension. Breese fled from a traffic stop attempt on June 16 in Perry Township.

A pretrial was set Aug. 20 for Richard A. Richards Jr., 48, Sherman Street, Lisbon, charged with two counts of menacing. On June 20 in Lisbon, Richards allegedly told two different women that he was going to have his dog maul them and that all he had to do was give the command. The police affidavit said he walks his pit bull on the sidewalk in front of their homes to intimidate them.

A pretrial was set Aug. 29 for Audrea Farnsworth, 47, West Seventh Street, East Liverpool, charged with criminal endangerment for allegedly throwing a rock and breaking an upstairs window at an East Liverpool residence on April 24.

Douglas Brayshaw, 35, state Route 170, East Palestine, was ordered released from jail, with the post conviction no contact order previously issued dissolved. Brayshaw had been convicted of obstructing official business and violation of a protection order in January.

Holly Baker, 24, Summit Drive, Salineville, was fined $100 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 40 hours community service. A bag containing a glass pipe commonly used to smoke crack cocaine, a cut straw with white powder residue and shredded choreboy was found in her vehicle on April 24 in St. Clair Township.

A pretrial was set Aug. 26 for Mikal Petronelis, 31, New Castle, Pa., charged with criminal damaging for allegedly slashing the back tire of a bicycle on state Route 170 in East Palestine on June 13.

Marcus Prendes, 40, Iowa Street, Wellsville, was fined $200 for drug paraphernalia for possessing a glass smoking pipe with residue on July 15, 2022 in Washington Township.

A pretrial was set Aug. 19 for Heidi Hostetter, 43, Salem Unity Road, Salem, charged with illegal use or possession of drug paraphernalia and driving under suspension for allegedly possessing a glass pipe with burnt residue on Feb. 11 in Salem.

A pretrial was set Sept. 23 for Paul Kloh, 53, Newton Falls, charged with illegal use or possession of drug paraphernalia and unsafe vehicle for allegedly possessing a blue snort straw with white residue during a traffic stop on June 26 in Columbiana.

Steven Schneider, 46, Morton Street, East Liverpool, was fined $150 and sentenced to one day in jail, with credit for one day already served, for abusing harmful intoxicants. Schneider was huffing a can of duster on his porch on Aug. 18, 2022 in East Liverpool.

Jessica Lindner, 36, Pritchard Avenue, Lisbon, was fined $200 for noxious/offensive odor for leaving a large amount of garbage on her property on Feb. 23, leading to complaints about the odor.

A pretrial was set July 8 for David Sparks, 31, Ogden Street, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense, failure to control, driving under suspension and failure to stop after an accident.

Frank Caserta II, 48, Alliance, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, speeding and traffic control device. His driver’s license was suspended for one year, with driving privileges granted.

A pretrial was set Sept. 9 for Justin Conner, 41, Campbell, charged with OVI first offense and following emergency vehicle.

A pretrial was set Sept. 23 for Robert Burns, 77, Brookdale Avenue, East Palestine, charged with OVI first offense and marked lanes.

A pretrial was set Sept. 3 for Jessica Bragg, 45, Beechwood Street, East Liverpool, charged with OVI first offense, OVI breath first offense and two lights displayed.

A pretrial was set Sept. 17 for Aaron Cunningham, 26, East Main Street, Salineville, charged with driving while texting, OVI first offense, OVI breath first offense and marked lanes.

A pretrial was set Aug. 26 for Greg Dray, 66, Longs Church Road, East Liverpool, charged with a turn signal violation.

A pretrial was set Aug. 29 for Willis Brink, 56, Whinnery Road, Salem, charged with speeding.

A pretrial was set Sept. 19 for Kenneth Cochrane, 47, Youngstown, charged with left of center and no seat belt.

A pretrial was set Aug. 29 for Richard Barnes, 48, Faulk Avenue, East Liverpool, charged with driving under suspension.

A pretrial was set Sept. 23 for Fredda Hawkins, 60, North Pearl Street, Columbiana, charged with driving under suspension.

Abram Strausser, 21, Atwater, was fined $150 for unsafe vehicle, amended from speeding.

Micaiah Mast, 45, Millersburg, was fined $75 for speeding, with a seat belt violation dismissed.

Joshua Gula, 43, Justison Road, East Palestine, was fined $150 for an equipment violation, amended from speeding.

Michael Beaver, 36, Opal Drive, Wellsville, was fined $100 for no license.

Juan Martinez, 25, Cleveland, was fined $150 for driving under suspension and a tail lights violation.
