LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Sept. 18 for Wilbert Faulk, 66, Minerva Street, East Liverpool, charged with two counts of violation of a protection order, a fifth-degree felony, for allegedly violating a protection order involving two protected persons by going to the East Liverpool residence where both women were located and attempted to give one of them a hug and a kiss before being told to leave and then leaving on Sept. 8.

Berice Darnell Frederick, 51, Youngstown, was found not guilty of domestic violence and criminal trespass during a court trial before Judge Tim McNicol. Frederick had been accused of grabbing a woman by the neck and slamming her against a wall during an incident on Nov. 2, 2024 in East Liverpool.

A pretrial was set Dec. 1 for Teryn Amber Fullerton, 29, Jackson Street, East Liverpool, charged with domestic violence for allegedly hitting a man over the head with a ceramic coffee mug on Sept. 4 in East Liverpool.

Michelle Hall, 48, West Washington Street, Lisbon, was fined $500 and sentenced to 30 days in jail, with 27 days suspended, leaving three days to serve in jail for disorderly conduct amended from domestic violence and driving under suspension. She was ordered to complete 20 hours community service. Hall punched a man in the right side of the head and neck area, causing a cut to his right ear on July 11 in Lisbon.

Zachary Pritt, 18, Walnut Street, Rogers, was fined $250 and sentenced to 180 days in jail, with 90 days suspended and credit for eight days served, leaving a balance of 82 days still to serve for assault. He was ordered to complete 60 hours community service and to have no contact with the victim. He was accused of assaulting a man on Aug. 17 for several hours, along with a co-defendant, in Rogers. The affidavit also said he put a lit cigarette out on the victim’s leg.

Joshua Burke, 40, Akron, was fined $200 and sentenced to 30 days in jail, with 20 days suspended and credit for one day served, leaving a balance of nine days still to serve for domestic violence. He was ordered to complete 20 hours community service, to have no contact with the victim and to pay restitution of $782.91 to the victim. Burke threatened to beat a woman to death and kill her dog, then squeezed her hand and took her cell phone on Aug. 15 in Salem.

David Bailey, 53, Woodbine Avenue, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service. During an argument on Aug. 28 in East Liverpool, he came at a woman in an aggressive manor several times causing her to believe he would cause physical harm.

Susan Mullen, 56, Scroggs Road, Lisbon, was fined $500 and given a suspended 90-day jail term for menacing amended from weapons while intoxicated and disorderly conduct amended from domestic violence. A charge of aggravated menacing was dismissed. She was ordered to complete 20 hours community service. Mullen was accused of assaulting a man and holding a firerarm to his head, later putting the loaded firearm in the kitchen drawer on Oct. 21, 2024 in Lisbon.

Frank Daley Jr., 73, Raley Road, New Waterford, was fined $500 and given a suspended 90-day jail sentence for attempted assault amended from assault and disorderly conduct amended from aggravated menacing. Daley was ordered to complete 10 days of electronically monitored house arrest and to have no contact with the victims. Daley grabbed a woman by the arms and pushed her back into her vehicle at the scene of a crash investigation in Columbiana on Sept. 13, 2024. She said he was yelling at her and wouldn’t let her leave her car. A man who went to help at the crash scene was threatened by Daley, with Daley threatening to fight him and shoot him.

A pretrial was set Sept. 29 for John Sisson, 43, Racine, charged with violation of a protection order for allegedly sending a text message to a woman who had a protection order against him on Aug. 25 in Lisbon.

Austin Loy, 27, Park Place Avenue, East Liverpool, was fined $350 and sentenced to 90 days in the county jail, with 88 days suspended and credit for two days served, for attempted violation of a temporary protection order amended from violation of a temporary protection order. He was ordered to complete 40 hours community service and to have no contact with the victim. On March 12 in Wellsville, he was accused of texting a woman who had a protection order against him. He was also terminated from probation for a 2023 case for disorderly conduct after being found in substantial compliance with the terms.

A pretrial was set Dec. 1 for Wesley Brekhus, 40, Havre, Mont., charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then driving to Salem on Aug. 29 for the meeting with the phone used to make the arrangements in his possession.

Robert OPatrny, 25, Madison, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and already completed an education course. OPatrny responded to an undercover ad posted on a known prostitution website and arranged for sexual activity with two women in exchange for $250, requesting that the women wear something light pink. He arrived in East Palestine on April 4 for the meeting, with the phone used to make the arrangements in his possession.

David Robert Boyd, 29, Wilbert Avenue, East Liverpool, was fined $500 and given a suspended 180-day jail term for soliciting and possessing criminal tools. He was ordered to complete 40 hours community service and a prostitution prevention course. He was accused of offering sexual activity for a fee by texting a tow truck driver who had provided vehicle service to him on June 1 at Sheetz in Calcutta. The tow truck driver had provided time updates for the service with his cell phone via text messages. After leaving the call for service, Boyd texted the driver videos of a sexual nature along with photos offering sexual activity for $60. The tow truck driver called the police after receiving the texts. St. Clair Township officers allegedly found a prostitution ad by Boyd, learned he was staying at a hotel in Calcutta and later conducted a traffic stop on him. He allegedly said he was going to accept cash payment for sexual activity if the driver accepted. The phone used to make the proposition was in his possession.

Shane Meade, 46, Pearl Street, Leetonia, was fined $350 and sentenced to two days in jail, with credit for two days served, leaving zero days to serve for unauthorized use of a motor vehicle. He was accused of removing a license plate from a vehicle without authorization from the vehicle owner on March 21 in Leetonia.

A sentencing hearing was set Sept. 29 for Erica Sprankle, 40, Ravine Street, East Liverpool, who previously entered a guilty plea to theft and drug paraphernalia for stealing two tomatoes, a package of lettuce, water tumbler and an alcohol beverage from Dollar General in East Liverpool on June 4. She also possessed a burnt pipe and two straws with unknown residue in her purse.

A pretrial was set Sept. 30 for Rachel Mazza, 36, West Fourth Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a glass smoking pipe with burnt residue during a traffic stop on July 1 in East Liverpool when she was a passenger.

A pretrial was set Dec. 2 for Melissa Lynn Mills, 41, Jackson Avenue, Salem, charged with operating a vehicle impaired second offense.

A pretrial was set Dec. 4 for Jacob Smith, 23, Poland, charged with speeding.

A driving under suspension charge against Jonathan Cook, 38, South West Street, Columbiana, was dismissed.

A speeding charge against Denver Kridler, 41, Firestone Avenue, Columbiana, was dismissed.

Charles Zellers, 58, Chester Street, East Liverpool, was fined $150 for driving under suspension.

Kaylee Carlisle, 19, Franklin Avenue, Salem, was fined $150 for an equipment violation amended from failure to yield.

Landon Weyand, 45, West Park Avenue, Columbiana, was fined $30 for speeding.

Haleigh Huff, 19, Dorr, Mich., was fined $30 for reasonable control.

Johnny Exline Jr., 51, 10th Street, Wellsville, was fined $100 for failure to display valid sticker. Charges of driving under suspension, failure to reinstate and traffic control devices were dismissed.
