LISBON – A Wellsville man who came behind the counter and punched a woman in the face at the East Liverpool Dairy Queen at West Eighth Street was sentenced to 180 days in jail with 150 suspended recently in Columbiana County Municipal Court.

James Wicker, 62, Main Street, was also fined $500, placed on two years of probation and ordered to undergo anger management for the incident that took place on April 30 after Wicker became upset over a food order and had words with the employees.

A preliminary hearing was set for Oct. 2 for Robert A. Riggs, 55, East Ninth Street, East Liverpool, charged with fifth-degree felony strangulation and domestic violence. Riggs allegedly placed his hands around a woman’s neck making it difficult for her to breathe on Sept. 22 at his home. Red marks were visible on her neck.

William I. Morgan, 51, Smithfield Street, East Liverpool, was fined $150 and sentenced to 30 days suspended for drug paraphernalia. Morgan was found to be in possession of a glass pipe during a traffic stop in East Liverpool on Sept. 17.

Brian A. Vandusen, 55, Youngstown, was fined $100 for equipment violation, amended from speed.

A pretrial hearing was set Oct. 6 for Payton D. Wilson, 27, Dresden Avenue, East Liverpool, charged with criminal trespass. Wilson allegedly was involved in a verbal altercation at the Wood Hills Apartments on Wilbert Avenue in East Liverpool. Wilson was previously trespassed from all Columbiana Metropolitan Housing Authority properties.

A pretrial hearing was set Dec. 18 for Joe R. Dimas, 32, Durham, North Carolina, charged with engaging in prostitution and possessing criminal tools. Dimas allegedly agreed to exchange $260 via Cashapp for sexual activity with an undercover agent and traveled to East Palestine to do so on Sept. 23.

Joseph L. McIntosh, 37, Quaker Church Road, East Rochester, was fined $600 for failure to stop, reasonable control, seatbelt and driving under suspension. He also received a 180-day license suspension, 180 days in jail with 179 suspended and credit for one day served, two years probation and 40 hours of community service.

Paul E. Masters, 48, Weirton, was fined $100 for equipment violation, amended from speed.

Scott M. McCrea, 56, state Route 170, Negley, was fined $100 for equipment violation, amended from speed.

A pretrial was set Dec. 15 for Patrick L. Hagerty, 41, Vine Street, East Liverpool, charged with criminal mischief. Hagerty allegedly sliced the tires of a vehicle on Riverview Street in East Liverpool on July 7.

Thomas J. Klink, 34, Ohio Avenue, Salem, was fined $250 and sentenced to 180 days in jail, with 176 suspended and credit for four days served, 80 hours of community service, two years of probation and for theft. Klink took a weed sprayer valued at $99 from a home on South Howard Street in Salem on Sept. 2.

Charles H. Claudon III, 31, Desellem Road, Lisbon, was fined $100 for speeding.

A pretrial was set Dec. 15 for Jacob Brown, 26, East Third Street, Salem, charged with aggravated menacing and domestic violence. Brown allegedly grabbed a woman and “slammed” her to the floor on Sept. 4 at his residence.

Tyler S. Keys, Francis Drive, 23, Wellsville, charged with public indecency. Keys allegedly exposed himself while masturbating at the BP station on state Route 170 in St. Clair Township on Sept. 17.

Ashley N. Juillerat, 25, West Washington Street, Lisbon, was fined $100 for equipment violation, amended from speed.

Cena M. Williams, 37, Wilbert Avenue, was fined $700 for failure to stop, driving on suspension and operating a motor vehicle without a valid license. She was also sentenced to 180 days in jail suspended, 25 hours of community service and two years probation.

A pretrial was set Oct. 9 for Morgan L. Stamp, North Howard Avenue, Salem, charged with assault. Stamp allegedly punched a man in the face at the Flying Pig Saloon in Salem on Sept. 24. The man had a bloody lip.

LISBON — An East Liverpool man will spend at least the next 33 months behind bars for attacking a woman on Feb. 22 and for drug charges.

Thomas Edward Gough, 28, Lisbon Street, East Liverpool, was sentenced to two-years in prison for felonious assault, a second-degree felony, fifth-degree felony strangulation and misdemeanors of domestic violence and aggravated menacing recently in Columbiana County Common Pleas Court. Gough strangled a woman twice during one incident and attempted to cause physical harm to the woman by allegedly attacking her with a sharp hook-like object, forcing her to hold his hand in place to not cut her. He also threatened to burn her house down and got on top of her and held a fork to her chest threatening to stab her.

In a separate incident, Gough was sentenced to nine months in prison — to run consecutively with his other sentence – for fifth-degree felony aggravated possession of drugs and misdemeanor possession of drugs. The drug charges stemmed from Aug. 2, 2024 when he possessed lisdexamfetamine and clonazepam.

— Stefany Nussbaumer, 35, Youngstown, was sentenced two years of community control with a definite term of 50 days local incarceration in the Columbiana County Jail, with credit given for 35 days served, leaving a balance of 15 days to be served as of the date of sentencing for fourth-degree felonies of telecommunications fraud and theft from a person in a protected class and misdemeanor misuse of credit cards for allegedly stealing $1,405 from an elderly woman and misusing a bank credit card from Oct. 28, 2023 to Nov. 3, 2023.

— Dillon Corfee, 24, Dyke Road, Negley, was dishonorably terminated from community control and sentenced to 140 days local incarceration in the Columbiana County Jail with credit of 90 days leaving a balance to serve of 50 additional days. Coffee previously pleaded guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Aug. 27, 2023.

— Brian Specht, 36, Etruria Street, East Liverpool, was sentenced on fifth-degree felony nonsupport of dependents, for failing to pay child support for two children from April 30, 2023 to April 27, 2025. He was sentenced to community Control for three years on each count to be served concurrently with each other.

— Timothy Franklin Gibbs, 37, College Street, East Liverpool was dishonorably terminated from community control, sentenced to 211 days in county jail with credit being given for 111 days already served, leaving a balance to serve of 100 days for fifth-degree felony breaking and entering. Gibbs trespassed in the Craft Treasurers & Boutique store in East Liverpool on Oct. 24, 2024, aiding and abetting others in the theft of $1,365 worth of money and goods.

— Stephen A. McDermott, 30, Berlin Center, entered a guilty plea to one count of fourth-degree felony attempted tampering with evidence, fifth-degree felony aggravated possession of drugs and misdemeanor illegal use or possession of drug paraphernalia for tampering with evidence and possessing methamphetamine and paraphernalia on Dec. 13, 2024. He will be sentenced Dec. 17.

— Isaac Hickman, 20, Southeast Boulevard, Salem, entered a guilty plea to third-degree felony failure to comply (fleeing/eluding) and misdemeanors underage consumption and menacing. Hickman fled in his vehicle after police saw him in an altercation in Salem, almost striking the front of the police cruiser and leading officers on a pursuit, endangering the public with reckless driving on June 15, 2024. Once apprehended, he was found to be intoxicated and under the legal age. At the jail, he made threats and actions toward a Salem police officer, who then maced him. A sentencing was set for Nov. 25.

— Cody L. Jones, 35, Mill Street, Salineville, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on June 4, 2024 and breaking and entering, a fifth-degree felony, for allegedly breaking into the Conex building in Salineville on Oct. 30, 2024. He will be sentenced on Nov. 25.
