LISBON — Daniel Scott Jr, 44, Warren, was sentenced to 265 days in jail for violating the terms of his community control for domestic violence, a fourth-degree felony. His community control was dishonorably terminated. He received credit for 227 days already served leaving a balance of 38 days left to be served. Scott was accused of striking a woman on March 14, 2025.
Angela Walsh, 45, LaCroft Avenue, East Liverpool, was sentenced to 270 days in jail for violating the terms of her community control for complicity in the commission of an offense and possession of criminal tools, both fifth-degree felonies. Her community control was dishonorably terminated. She received credit for 259 days served in jail, leaving a balance of 11 days left to be served. Walsh was accused of aiding a man in the commission of breaking and entering and possessing a Dewalt hammer with the purpose to use it criminally on Oct. 7, 2023.
Randy Minor, 62, Irondale, was sentenced to 60 days in jail for violating the terms of his community control for possession of cocaine, a fourth-degree felony. His community control was dishonorably terminated. He received credit for 39 days served in jail, leaving a balance of 21 days left to be served. Minor was accused of knowingly obtaining, possessing or using cocaine or a compound, mixture, preparation, or substance containing cocaine on Dec. 16, 2021.
Ross Chaplow, 44, Metz Road, Columbiana, pleaded guilty to three counts of fifth-degree felony aggravated possession of drugs, and one count of third-degree felony aggravated possession of drugs. He was sentenced to three years of community control. Chaplow was accused of knowingly obtaining, possessing or using a compound, mixture, preparation, or substance containing methamphetamine on July 27, 2024, and knowingly obtaining, possessing or using a compound, mixture, preparation, or substance containing psilocyn, hydrocodone, and methamphetamine on March 6, 2024.
Grand Jury
LISBON — A New Waterford man accused of allegedly assaulting a woman who has a protection against him and threatening to assault another person was one of 17 defendants openly indicted by the Columbiana County Grand Jury this week.
The Columbiana County Grand Jury met for two days and examined 34 witnesses, issuing 17 open indictments and 15 secret indictments. Secret indictments aren’t revealed until the defendants are served with the paperwork.
Dorian T. Lowrey, 51, Hawkins Road, was charged with third-degree felony domestic violence, two counts of fifth-degree violation of a protection order and misdemeanors of aggravated menacing and criminal trespass.
Lowrey was accused of allegedly violating a protection order by being on a protected person’s property, sitting in her car inside the garage in Unity Township on Dec. 20, 2025. On Aug. 20, 2025, he was accused of allegedly throwing a cell phone at a woman who has an active protection order against him, striking her in the mouth while on the property he’s prohibited from visiting. He also was accused of trespassing on another property in New Waterford and threatening to assault a man, also on Aug. 20, 2025.
Other open indictments issued included:
— Emma R. Weyand, 45, McKinnon Road, East Liverpool, third-degree felony robbery and misdemeanor theft, for allegedly attempting to pass all points of sale without rendering payment with a shopping cart full of miscellaneous items valued at $828 at the Salem Walmart on Dec. 20., 2025 and then using the shopping cart to push an employee trying to stop her out of the way, a police affidavit said. She allegedly made her way out of the store with the shopping cart.
— Douglas A. Davis, 54, Walnut Ridge Road, Salineville, first-degree felony failure to provide notice of change of address and misdemeanor falsification for allegedly falsifying his address on the sex offender registration on Nov. 3, 2025, with the sheriff’s office learning on Jan. 8, that he had not been living at the address for several months.
— Andrew James Warneke, 27, Camelot Drive, Columbiana, failure to verify residence address, a fourth-degree felony, for allegedly failing to verify his address for the sex offender registration by Dec. 17, 2025 with the county sheriff’s office.
— James E. Browne, 66, East Clark Street, East Palestine, third-degree felony failure to verify residence address for allegedly failing to register again for the sex offender registration by Dec. 16, 2025 at the county sheriff’s office.
— Marcus Zane Reed, 23, Nittany Drive, Summitville, third-degree felony failure to comply with an order or signal of a police officer for allegedly fleeing from a deputy who approached his vehicle on Dec. 6, 2025 to check on a person slumped in the driver seat in Columbiana County, leading a pursuit that crossed into Carroll County and then back into Columbiana County, crashing his vehicle into an embankment.
— Avery D. Lee, 40, Pritchard Avenue, Lisbon, fourth-degree felony strangulation, third-degree felony intimidation of an attorney, victim or witness in a criminal case and two counts of misdemeanor domestic violence for allegedly putting a woman in a headlock causing her to suffocate from Feb. 24, 2025 to Feb. 26, 2025 in Lisbon. The victim was also allegedly punched, her head was slammed into the floor and she was stabbed in the left arm with a sharpened metal nail file and Lee allegedly made threats against a family member of the woman.
— Tiffiany Lyn Franklin, 34, East Fourth Street, East Liverpool, fourth-degree felony trespass in a habitation when a person is present or likely to be present and misdemeanor criminal damaging or endangering for allegedly striking a man’s apartment door with a hatchet, breaking in the door and entering the apartment and entering his bedroom where she confronted him on Dec. 16 in Salineville.
— Collan M. Craig, 26, state Route 534, Salem, third-degree failure to comply with an order or signal of a police officer, and two counts of misdemeanor operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them for allegedly fleeing from a traffic stop on Nov. 27, 2025 in Perry Township.
— Anthony Greathouse, 35, Lewis Road, Salineville, fifth-degree felony theft and misdemeanor obstructing official business for allegedly stealing a total of $1,499 worth of merchandise from Salem Walmart during incidents from July 14, 2025 though July 17, 2025 and for allegedly fleeing from Salineville police officers attempting to serve a warrant on Aug. 28, 2025 by fleeing into the North Fork Yellow Creek, with officers giving pursuit in deep water and rugged terrain, police affidavits said.
— Donald R. Quick, 20, Imperial, Pa., fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanors of theft and criminal damaging for breaking into the former East Liverpool Motor Lodge, known as Central Storage LLC, on Dresden Avenue on Nov. 14 with three other defendants. A boarded up door was kicked open and entry was made with walkie talkies and flashlights, with multiple items removed and placed in a vehicle and on a trailer.
— Zachary Edward Perry, 31, Dresden Avenue, East Liverpool, third-degree felony domestic violence for allegedly throwing chicken wings at the wall, grabbing a steak knife and pointing it at another man and making a lunging motion towards him on Jan. 3 in East Liverpool. The police affidavit said the victim grabbed the knife in self-defense, then the defendant allegedly grabbed a solid glass world globe and threw it at the victim, striking his right ankle.
— Autumn Michelle Woods, 20, Beaver, Pa., fourth-degree felony strangulation and two counts of misdemeanor domestic violence for allegedly punching another woman repeatedly after an argument and putting her hands around her neck and obstructing the victim’s ability to breath early on Jan. 5.
— Randy T. McCauley, 40, Canton, third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover familial ad on a known prostitution website of an adult female and a minor female and arranging for sexual activity with both females in exchange for $260, then arriving in East Palestine on Nov. 28, 2025 for the meeting with the phone used to make the arrangements in his possession.
— Mberwa Murjani Mberwa, 23, Pittsburgh, Pa., third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution. He was accused of allegedly responding to an undercover ad on a known prostitution website of an adult mother trafficking her minor daughter and arranging for sexual activity with both females in exchange for $100, then arriving in East Palestine on Oct. 24, 2025 for the meeting with the phone used to make the arrangements in his possession.
— Robert Bryant Kerstanski, 45, Youngstown, third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad posted on a known prostitution website and arranging for allegedly unprotected sexual activity with a woman in exchange for $170, then driving to East Palestine on Oct. 17, 2025 for the meeting. When he arrived at the location and saw the agent pull in with emergency lights activated, he allegedly drove around him through a yard and fled northbound. The agent was able to pull in front of the defendant while a marked police unit was behind him with lights and sirens on. The defendant attempted to go around the agent but was blocked in and removed from the vehicle. He was allegedly found with the phone used to make the arrangements in his possession.
— Richard Joseph Sweger, 56, Darlington, Pa., third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult female trafficking a minor female and arranging for sexual activity with both females in exchange for $260 an hour for four or five hours, then traveling to East Palestine on Dec. 27, 2025 for the meeting with the phone used to make the arrangements in his possession, along with other items and $2,151.
