LISBON — An East Palestine man was bound over to the grand jury accused of felony strangulation and domestic violence.

Taylor Snyder, 35, North Market Street, East Palestine, was bound over to the grand jury charged with fourth-degree felony strangulation and domestic violence for allegedly becoming upset with a woman when she did not want to have sex with him and physically attacked her, “throwing her around like a rag-doll,” biting her left ear, kicking her in the back of the neck, attempting to gouge her right eye out, pulling her ear rings out, punching her, and putting her in a headlock preventing her from breathing and stating that he was going to kill her on Jan. 29 in East Palestine.

Dale Lefebvre, 55, Wells Hollow Road, Wellsville, was bound over to the grand jury charged with second-degree felony felonious assault for allegedly grabbing and throwing a woman at a coffee table causing a deep laceration to her forehead after an argument on Jan. 1 in Yellow Creek Township.

Christopher Maher, 41, McKnight Circle, Pittsburgh, Pennsylvania, was bound over to the grand jury charged with third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools, and misdemeanor engaging in prostitution for allegedly responding to an undercover ad posted by the Columbiana County Human Trafficking Task Force depicting an adult mother trafficking their minor daughter and arranging to have sexual activity with both women in exchange for currency. Maher allegedly drove to East Palestine for the meeting on Dec. 26 and possessing the currency and the cellular device used to arrange the criminal act at that time.

Preston English, 32, Densmore Avenue, East Liverpool, was bound over to the grand jury charged with third-degree felony having weapons while under disability, and fifth degree felony possession of cocaine for allegedly possessing cocaine and a 9mm handgun when he was taken into custody for an outstanding warrant in East Liverpool on Jan. 8.

Brian Keith, 55, Anderson Boulevard, East Liverpool, was sentenced to 60 days in jail with credit for six days served and fined $200 for obstructing official business for fleeing from officers and failing to comply with commands to stop in East Liverpool on June 12.

Carl Gooding, 44, Putnam Street, East Liverpool, was sentenced to seven days in jail with credit for seven days served and fined $150 for possessing drug paraphernalia for having a burnt glass meth pipe in his backpack when he was taken into custody for an outstanding warrant in East Liverpool on Oct. 10.

Jennetta Maldonado, 45, Union Avenue, Alliance, was sentenced to 30 days in jailed with 30 days suspended, 50 hours of community service, fined $150, and ordered to pay $717.72 restitution to and have no contact with the victim for disorderly conduct amended from criminal damaging for damaging a vehicle by repeatedly striking it with her purse after an argument with the owner in Leetonia on Dec. 6, 2024.

David Gasior, 52, East Fifth Street, East Liverpool, was sentenced to three days in jail with credit for one day served and fined $150 for disorderly conduct for passing out in a store intoxicated with an open can of alcohol on his person in East Liverpool on Feb. 4.

Joseph Savin Jr., 39, Clark Avenue, Wellsville, was fined $100 for driving under suspension, a taillight violation, failure to display valid sticker, and a break light violation.

Jonathan Yeater, 44, Bradshaw Avenue, East Liverpool, was fined $150 for driving under suspension.

Laura-Lynne Horne, 32, Main Street, East Palestine, was fined $200 or expired license and expired registration.

Nichole White, 53, East Pidgeon Road, Salem, was sentenced to 30 days in jail with 30 days suspended and fined $200 for a taillight violation, and reckless operation amended from OVI.

Tina Piatt, 54, Moore Street, East Liverpool, was fined $200 for driving under suspension and traffic control devices.

A pretrial and preliminary hearing were set March 18 for Brian Pike, 41, Orchard Avenue, Pittsburgh, Pennsylvania, charged with failure to comply, a third-degree felony, and misdemeanor charges of driving under suspension, unauthorized plate, reckless operation, reasonable control, and a taillight violation for allegedly fleeing from officers at a high rate of speed when they attempted a traffic stop for approximately 11 miles with a top speed of 148 miles per hour before crashing their vehicle, exiting it and fleeing by foot onto a nearby embankment in Lisbon on Jan. 23. During the pursuit Pike allegedly passed two vehicles at an estimated speed of 135 miles per hour, and five vehicles at an estimated speed of 140 miles per hour making “a fast lane change” at the speed near two of the vehicles.

A pretrial was set Feb 18 for Hayle Schreffler, 22, Center Avenue, Lisbon, charged with endangering children and domestic violence for allegedly striking a man in the face and chest with a closed fist before picking up children’s toys and other objects and throwing them at him and leaving the room demanding a knife, locating one on the kitchen table and re-entering getting on top of the man while their 6-month-old child was lying in a bed next to the man and their 19-month-old child was nearby in an adjacent room in Lisbon on Feb. 5.

A pretrial was set Feb. 18 for Megan Stamp, 26, Whinnery Road, Hanoverton, charged with assault for allegedly assaulting a man after an argument causing injury to his forehead, neck, nose, lip, left hand and behind his left ear on Feb. 6 in Hanover Township.

A pretrial was set April 21 for Jeffrey Pederson, 37, Grant Street, East Liverpool, charged with domestic violence for allegedly grabbing a woman by the neck and shoving them, causing them to fall to the ground and restraining her by sitting on her in East Liverpool on Jan. 25.

A pretrial was set Feb. 17 for Brian Read, 43, Washington Street, East Liverpool, charged with open container, driving under suspension and a headlight violation for allegedly possessing two partially consumed beers and a partially consumed 200 milliliter bottle of fireball whiskey during a traffic stop on Jan. 3.

A pretrial was set March 3 for Michael Murphy, 48, Amarillo Avenue, Negley, charged with open container for allegedly possessing an open container of alcohol while the passenger in a motor’ vehicle on a public roadway in Columbiana on Feb. 3.

A pretrial was set April 13 for Julieann Day, 27, North Shady Lane, East Liverpool, charged with theft for allegedly failing to scan and pay for 83 items totaling $752.79 in value at Walmart in St. Clair Township on Dec. 19, 2023.

A pretrial was set May 18 for Amanda Regal, 39, Church Street, East Springfield, charged with failure to file tax return for allegedly failing to file sales tax for the billing periods of July through November 2025.

A pretrial was set Aug. 8 for Sarah Crooms, 41, Hazel Run Road, Salineville, charged with theft for allegedly entering a man’s phone and transferring $160 from his bank account to hers on July 12 in Lisbon.

A pretrial was set April 20 for Frank Gardner, 30, Railroad Street, Toronto, charged with criminal damaging for allegedly throwing a brick through the upstairs window and breaking a bay window of a Saint Clair Township home on April 10.

A pretrial was set April 15 for Rebecca Vignon, 68, Walter Avenue, Washington, Illinois, charged with assured clear distance ahead.

A pretrial was set April 15 for Debra Miller, 65, Unity Line Road, New Waterford, charged with speeding.

A pretrial was set April 22 for Payten Densmore, 25, state Route 46, New Waterford charged with driving under suspension, reasonable control, and a seatbelt violation.

A pretrial was set April 22 for Dale Clemmer, 61, West Main Street, East Palestine, charged with OVI, reasonable control, and a seatbelt violation.

A pretrial was set May 18 for Daniel Rauch, 30, Hunter Camp Road, Lisbon, charged with OVI, driving under suspension, and failure to display valid sticker.

A pretrial was set Feb 9 for Anthony Carosiello, 39, Sherwood Road, Wellsville, charged with OVI and reasonable control. A pretrial was set April 14 for Sebastion Powell, 25, Jersey Ridge Road, Salem, charged with reasonable control.

A pretrial was set April 22 for Jill Evick, 56, River Bend Estate Road, Parsons, West Virginia charged with physical control.

A pretrial was set Feb. 18 for Michael Hayes, 27, Saint Clair Avenue, East Liverpool, charged with domestic violence for allegedly threatening to strike a man in East Liverpool on Feb. 4.

Grand Jury

LISBON — James Joseph Lippiatt, 36, Minerva Street, East Liverpool, was served recently with a secret indictment issued by the Columbiana County Grand Jury for possession of cocaine, possession of a fentanyl-related compound and possession of drugs, all fifth-degree felonies, for allegedly possessing cocaine, fentanyl and ketamine on April 15, 2025.

Court News

LISBON — Dawn Lycans, 50, East Spruce Street, Lisbon, was sentenced to 61 days in jail for violating the terms of her community control for possession of drugs, a fifth-degree felony. Her community control was dishonorably terminated. She received credit for 31 days already served, leaving a balance of 30 days left to be served. The charge stemmed from a 2016 indictment.
