LISBON — In Columbiana County Municipal Court, an East Liverpool man was been bound over to the grand jury facing charges of felony domestic violence.
Kevin Neely, 44, Surry Road, East Liverpool, was bound over to the grand jury charged with fourth-degree felony domestic violence for allegedly spitting on and shoving a woman several times, at one point throwing her into a glass door, throwing a bottle of soda at her and threatening to shoot her while holding the firearm in question before leaving the property in Lisbon on Feb. 17. A charge of third-degree felony possessing weapons under disability stemming from the same incident was dismissed. A charge of third-degree felony domestic violence stemming from an incident when Neely allegedly choked a woman in Center Township on April 5 was also dismissed.
Tina Piatt, 54, Washington Street, Newell, West Virginia, was sentenced to 20 hours of community service and fined $400 for theft, obstructing official business, and possession of drug abuse instruments for taking a vehicle without the owner’s consent, falsely telling officers that she had permission to use the vehicle and was en route to the St. Clair Township Police Department to meet with the Columbiana County Drug Enforcement Task Force about an unrelated matter, and possessing two pipes used to consume illicit narcotics at that time on March 10 in St. Clair Township.
Marlene Hubstenberger, age not listed, St. Clair Avenue, East Liverpool, was fined $200 for storage of tires and littering, and a housing code violation was dismissed for having large piles of junk and automotive tires, as well as heavy mold on the siding of a building and a porch in serious disrepair on an East Liverpool property on March 25, 2025.
Tracy Williams, 39, Chester Avenue, Wellsville, was fined $130 for driving under suspension and failure to signal.
William McFarland Jr., 34, Cliff Drive, Salem, was fined $125 for driving under suspension and a taillight violation.
Samantha Fetterman, 33, Mercer West Middlesex Road, West Middlesex, Pennsylvania, was fined $50 for speeding and a charge of driving under suspension was dismissed.
A preliminary hearing and pretrial were set April 22 for Kazon Carter, 26, Almyra Avenue, Youngstown, charged with third-degree felony strangulation, and misdemeanor charges of theft, domestic violence, endangering children, and two counts of criminal damaging, and assault. The felony charge, charge of domestic violence, and one count of criminal damaging stem from an incident when Carter allegedly got on top of a woman and strangled her leaving broken skin, swelling and abrasions on both sides of her neck before slamming her head into the wall, causing a large hole in the drywall, and taking her phone without permission and fleeing the residence in East Liverpool on Sept. 15. The charges of assault, endangering children, and one count of criminal damaging stem from an incident in East Liverpool on Oct. 10, when Carter allegedly repeatedly elbowed the rear windshield of a vehicle with two young juveniles and an infant sitting in the backseat, spraying broken glass over all three after an argument with the owner.
A preliminary hearing was set April 22 for William Payton, 21, Wilbert Avenue, East Liverpool, charged with fifth-degree felony assault for allegedly striking a corrections officer in the face multiple times while incarcerated at the Columbiana County Jail on April 7.
A preliminary hearing was set April 20 for Reggie Milton, 44, West York Street, Akron, charged with fifth-degree felony possession of drugs for allegedly possessing and throwing a plastic bag containing methamphetamines on the ground in Hanover Township on Nov. 5.
A pretrial was set April 27 for Thomas Welsh, 40, East Fourth Street, Salem, charged with violating a protection order for allegedly texting the protected person on April 15.
A pretrial was set April 29 for Richard Braham, 27, Park Avenue, Columbiana, charged with aggravated menacing, violating a protection order, and reasonable control for allegedly calling and threatening the protected person on March 22.
A pretrial was set July 13 for Terrence Krepps, 42, Aetna Street, Salem, charged with obstructing official business and resisting arrest for allegedly refusing to comply with orders from an officer to identify himself and pulling away from and fighting officers when placed under arrest in Salem on April 15.
A pretrial was set July 13 for Willie Daniels, 42, Marmion Avenue, Youngstown, charged with possessing criminal tools and engaging in prostitution for allegedly arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for currency on April 16 and possessing the cellular device used to arrange the criminal act at that time.
A pretrial was set July 13 for Michael Shipley, 28, Nursery Road, Evans City, Pennsylvania, charged with engaging in prostitution, possessing criminal tools, and possession of drug paraphernalia for allegedly arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in East Palestine for sexual activity in exchange for $120 on April 15 and possessing the, currency, cellular device used to arrange the criminal act at, and a pipe for smoking cocaine that time.
A pretrial was set June 30 for David Durbin, 52, Duke Road, East Liverpool, charged with property maintenance requirements, litter, and storage of furniture for allegedly having indoor furniture and piles of junk and debris scattered around the exterior of their property in East Liverpool on June 9, 2025.
A pretrial was set July 13 for Sean Hutton, 37, East Taggart Street, East Palestine, charged with OVI and reasonable control.
A pretrial was set July 13 for Harrisson Bittinger, 46, Parkview Drive, Clinton, Pennsylvania, charged with OVI.
A pretrial was set July 13 for Timothy Monnot, 72, East Beech Street, Alliance, charged with OVI, left of center, and a seatbelt violation.
A pretrial was set July 14 for Joseph Koffel, 57, Park Avenue, East Palestine, charged with driving under suspension.
A pretrial was set April 29 for Michael Larsuel, 33, Rockhill Avenue, Alliance, charged with driving under suspension.
A pretrial was set April 28 for Sebastion Powell, 25, Jersey Ridge Road, Salem, charged with reasonable control.

LISBON — An East Palestine man accused of allegedly trespassing in a property to physically harm another man is scheduled to face a jury trial at 9 a.m. June 9.
Juan G. Anchondo, 38, West Clark Street, appeared in the custody of a sheriff’s deputy during a scheduling hearing Friday in Columbiana County Common Pleas Court before Judge Megan Bickerton.
He was represented by defense attorney Joe King, who was standing in for defense attorney Terry Grenga.
Anchondo was indicted for aggravated burglary, a first-degree felony, and felonious assault, a second-degree felony, for allegedly trespassing and physically harming the other man on Jan. 11, 2026.
A final status hearing was set for 1:20 p.m. May 22.
Also in Common Pleas Court:
— Kristi R. McGarry, 32, Canfield, was sentenced to 18 months in prison after violating the terms of her probation for multiple drug counts, with her participation in drug court dishonorably terminated. The charges against her included illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, and fifth-degree felonies of aggravated possession of drugs, possession of a controlled substance analog, possession of a fentanyl-related compound, possession of heroin, possession of cocaine and forfeiture specifications. She received credit for 66 days served in jail. On Feb. 12, 2022, she possessed methamphetamine, fentanyl, cocaine and heroin and $1,393 and tried to take drugs into a detention facility.
— Christopher Burns, 42, Glassport, Pa., was sentenced to 12 months in prison for third-degree felony tampering with evidence and misdemeanors of engaging in prostitution and possessing criminal tools, with credit for 246 days served in jail. He was accused of responding to an undercover familial ad on a known prostitution website of an adult mother trafficking her daughter and arranging for sexual activity with the daughter for $140, sending $60 of the fee to an undercover account through a Cash App, then arriving in East Palestine for the meeting on Aug. 8. He was found in possession of a phone concealed under a pile of personal belongings in his truck and was prohibited from owning a smart phone as a condition of his probation for a case involving video recording a minor in a state of nudity and sexual conduct with a minor, according to an affidavit by an agent of the Mahoning Valley Human Trafficking Task Force.
— Larry Gene Moore II, 51, North Canton, was placed under community control for three years after pleading guilty to fifth-degree felony possession of drugs and misdemeanors of engaging in prostitution and possessing criminal tools, with a specification for forfeiture of property. Moore received credit for 58 days served in jail and was ordered to forfeit $140. He was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $140 and traveling to Salem on Feb. 16, 2024 for the meeting. When taken into custody, he possessed a capsule containing methamphetamine.
— Jessica L. Lindner, 38, Pritchard Avenue, Lisbon, was sentenced to 210 days in jail, with credit for 45 days served, leaving a balance of 165 days still to serve in jail for violating the terms of her probation for fifth-degree felony aggravated possession of drugs and misdemeanor failure to comply with the order or signal of a police officer. Her community control was dishonorably terminated. The charges stemmed from a traffic stop in Lisbon on March 22, 2024 when a pack of cigarettes with suspected methamphetamine was found outside the vehicle after the stop.
— Chelsea N. Keyes, 23, Lacroft Avenue, East Liverpool, was ordered to serve up to six months at the Eastern Ohio Correction Center and was placed on community control until to Sept. 13, 2027 after violating the terms of her intervention plan for fifth-degree felony aggravated possession of drugs. Her intervention plan was dishonorably terminated. She possessed methamphetamine on Oct. 18, 2024.
— Joseph R. Bradford, 48, Main Street, Salem, was sentenced to 180 days in jail, with 135 days suspended and credit for 45 days served, leaving zero to serve after pleading guilty to attempted possession of drugs, a misdemeanor. He was originally charged with fifth-degree felony possession of drugs for possessing buprenorphine on Dec. 23, 2023.
— Glenn E. Collins, 44, Longs Church Road, East Liverpool, received a suspended 180-day jail term and was placed under community control for 18 months after pleading guilty to attempted aggravated possession of drugs and attempted possession of drugs, both misdemeanors. He was originally charged for fifth-degree felonies of aggravated possession of drugs and possession of drugs for possessing methamphetamine and buprenorphine on Aug. 2, 2023.
— Dorian Lowrey, 51, Enon Valley, Pa., pleaded guilty to fourth-degree felony domestic violence, fifth-degree felony violation of a protection order and misdemeanors of aggravated menacing and criminal trespass, with sentencing set for June 18. Another charge of violation of a protection order was dismissed. On Aug. 20, 2025, he was accused of throwing a cell phone at a woman who had an active protection order against him, striking her in the mouth while on the property he’s prohibited from visiting. He also was accused of trespassing on another property in New Waterford and threatening to assault a man, also on Aug. 20, 2025.
— Pamela Risbeck, 50, Trinity Church Road, Lisbon, was placed under community control for three years and ordered to serve a term at the Eastern Ohio Correction Center until the program is complete for possession of cocaine, a fifth-degree felony. She received credit for 144 days served in jail. She possessed cocaine on Oct. 20, 2021.
— David S. Durbin, 52, Duke Road, East Liverpool, pleaded guilty to fifth-degree felony aggravated possession of drugs, amended from a third-degree felony, and third-degree felony having weapons while under disability, with sentencing set for June 18. Durbin was originally accused of allegedly possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on March 8, 2025. During the execution of a search warrant with the police and housing department in East Liverpool at his residence, officers found a loaded .22-caliber handgun in the bedroom in plain view. Durbin was prohibited from having a weapon due to the drug indictment.
