Municipal LISBON — An East Liverpool woman is accused of lying about witnessing an unknown person abandoning a malnourished dog on the side of the near Ravine and Bradshaw Avenues in the city on Nov. 16. A pretrial hearing was set Nov. 25 in Columbiana County Municipal Court for Paula Parks, 42, Y&O Road, charged with making false alarms.
