LISBON — In Columbiana County Municipal Court, cases against Devon M. Barrett, 21, Cricket Lane, East Liverpool, were bound over to the county grand jury for fifth-degree felonies of two counts harassment with a bodily substance and misdemeanors of aggravated menacing, assault and disorderly conduct for allegedly attacking another man during an incident at the Foundry in Salem on April 12 while visibly intoxicated, screaming and refusing to desist his disorderly behavior of fighting. After being placed in a police cruiser, he allegedly had blood in his mouth and vomited and then began spitting at a police officer twice.
A case against Shauntrice Krystle Carter, 32, Oakland Avenue, East Liverpool, was bound over to the county grand jury for harassment by an inmate, a fifth-degree felony, for allegedly spitting at a police officer after being told she was being pink-slipped or forced to go to a hospital for mental health reasons on May 16 in East Liverpool.
Cases against Hayden M. Wright, 36, Railroad Street, East Liverpool, were bound over to the county grand jury for first-degree felony aggravated burglary and misdemeanor assault for allegedly being one of the suspects who showed up at a man’s house in Wellsville on May 7 and sawed through his door to break in to evict him from his home, then once inside, they were allegedly punching him and holding a power saw around his head and neck.
Charges of felonious assault, resisting arrest and domestic violence against Taylor Allen Holzer, 31, Neely Manor, East Palestine, were dismissed, with the prosecutor noting an indictment was issued for the indictment. Holzer was accused of punching a woman in the face during a domestic Jan. 14 in East Palestine, then resisting arrest and punching a police officer in the face.
A preliminary hearing was set June 1 for Wilbert E. Faulk, 67, Minerva Street, East Liverpool, charged with third-degree felony violate temporary protection order and fourth-degree felony domestic violence for allegedly striking a woman in the face while there was a protection order in place on May 22 in East Liverpool.
A preliminary/pretrial hearing was set June 3 for Zachary Shawn Rexroad, 26, Bloomingdale, charged with fourth-degree felony disruption of public services and misdemeanors of assault and unlawful restraint for allegedly screaming at a woman and grabbing the phone from her to prevent her from calling 911, then when she tried to get it back, slamming her to the floor and pinning her down on May 18 in East Liverpool.
Morgan A. Cameron, 22, High Street, Kensington, was fined $300 and given a suspended 90-day jail term and 20 hours community service for assault. Cameron must stay away from the victim. Cameron threw a can of root beer at the victim while passing by him in a car on March 2 in Hanoverton.
Robert Leon Gailey, 51, New Cumberland, W.Va., was fined $150 for disorderly conduct amended from assault at the request of the prosecutor. The alleged victim failed to appear. Gailey was originally accused of throwing a broken glass cake holder at the victim and pulling her hair on June 19, 2025 in East Liverpool.
Christopher Allan Dorsey, 45, Erie Street, East Liverpool, was fined $150 for disorderly conduct amended from violation of a protection order for an incident in East Liverpool on July 1m 2025 when he attempted to damage a protected person’s vehicle.
A pretrial was set Aug. 3 for Symone K. Flowers, 29, Maple Street, Lisbon, charged with theft for allegedly stealing a beverage from a man’s car in Lisbon on May 6.
A pretrial was set June 15 for James W. Yacobucci, 65, Canton, charged with receiving stolen property for allegedly possessing a stolen side-by-side on April 8 in West Township.
Patricia Lynn Fullerton, 43, Wilbert Avenue, East Liverpool, was fined $150 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for obstructing official business. She must complete 40 hours community service. She lied to officers, claiming a man they were looking for wasn’t in the St. Clair Township residence and then they found him hiding under a blanket on May 25.
A pretrial was set June 3 for Matthew Christopher Ward, 38, Michigan Avenue, East Liverpool, charged with aggravated menacing and theft for allegedly threatening to kill a police officer at Trinity Professional Group in East Liverpool on May 22 over officers taking his medication a few days before that. He also allegedly stole some medical supplies from Trinity Professional Group, including band aids, gauze pads, gloves and training equipment.
Randy Joe Cox, 45, Canfield, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He must complete an educational course. He responded to a familial undercover ad on a known prostitution website and arranged for sexual activity with the females in exchange for $140, then traveled to East Palestine for the meeting on Dec. 30, 2025 and had the phone used to make the arrangements in his possession.
Jerry Teter, 68, Elkins, W.Va., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools, with an educational course ordered. Teter responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman for $140, traveling to East Palestine on Feb. 13 for the meeting with the phone used to make the arrangements in his possession.
Herbert Walter Lockhart, 38, Wilbert Avenue, East Liverpool, was fined $150 and sentenced to 20 days in jail, with credit for one day served, leaving 19 days still to serve for obstructing official business for hiding from police under a blanket in a pile of clothes after police gave warnings for him to make himself known in St. Clair Township on May 25.
A pretrial was set July 22 for Richard T. Williams, 39, 15th Street, Wellsville, charged with possession of a schedule 4 substance, menacing and restricted tinted glass for allegedly possessing 10 blue alprazolam pills during a traffic stop on May 23 in Liverpool Township. On April 12 in Wellsville, he allegedly yelling threats at a man from his vehicle.
A pretrial was set Aug. 4 for Meadow M. Anderson, 18, Cleveland Street, Salem, charged with theft for allegedly stealing $80 worth of items from the Salem Walmart on May 22.
A pretrial was set July 21 for Curtis Franklin Hunt, 32, Shadylane Drive, East Liverpool, charged with obstructing official business for allegedly lying to East Liverpool police concerning an accident, claiming the unknown driver got out and fled when he actually knew who the driver was on Feb. 27.
A pretrial was set Aug. 3 for Anthony C. Rump, 65, Olmsted Falls, charged with illegal use or possession of drug paraphernalia for allegedly possessing a bag with a white crystal like substance during a traffic stop on May 22 in Salem.
Seaton I. Ruffner, 42, Ohio Avenue, Salem, was fined $50 and sentenced to seven days in jail, with credit for two days served, leaving five days still to serve for disorderly conduct. He was seen in one of the Salem city parks with a bottle of whiskey and was told he can’t drink in the park, then refused to provide officers with his current address, saying it was the county jail on May 24.
Christy S. Keglor, 51, Lake Milton, was fined $300 and sentenced to three days in jail, with credit for three days served, leaving no time to serve for theft, possessing criminal tools and criminal trespass for a 2014 case of theft from the Calcutta Walmart.
Gloria E. Lykens, 36, Walnut Street, Rogers, was fined $250 and sentenced to 180 days in jail, with 170 days suspended and credit for one day served, leaving nine days still to serve in jail for theft. She must complete 40 hours community service and pay restitution of $210 to Gorby’s Grocery. Lykens stole a total of $210 on Nov. 11, 12, 15 and 16, 2025 from the business and was a former employee.
A pretrial was set July 20 for Mark L. Stokes, 33, Meadville, Pa., charged with disorderly conduct engaging in a physical altercation with multiple people in the Flying Pig bar in Salem on May 23
A pretrial was set July 29 for Jeffrey Wade Ketchum, 64, Crawford Road, Wellsville, charged with criminal damaging for allegedly damaging his neighbor’s security camera on March 30 in Yellow Creek Township.
A motion hearing was set July 7 for Ryan S. Romigh, 32, Gamble Road, Lisbon, charged with illegal use or possession of drug paraphernalia and driving under suspension for allegedly possessing a pipe with residue during a traffic stop Dec. 22, 2025 in Salem
A pretrial was set July 21 for William Brown, 50, Vine Street, East Liverpool, charged with five counts of failure to file city income tax return for allegedly failing to file an East Liverpool city income tax return and failed to remit payment from 2019 through 2023.
A pretrial was set July 28 for Nevaeh L. Weidner, 22, Canfield, charged with underage consumption for having an open container of alcoholic beverage during a traffic stop on June 11, 2024 in Columbiana.
Payton Carter Robey, 20, Lincoln Avenue, East Liverpool, was fined $100 for two counts of possession of marijuana for possessing two partially burnt marijuana cigarettes on May 8 during a traffic stop in Madison Township.
A pretrial was set Aug. 3 for Amanda E. Wright, 40, Riley Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a smoking pipe with burnt white crystal residue, two metal spoons with burn marks and one torch during a traffic stop on May 22 in Middleton Township.
A pretrial was set July 22 for Juanita C. Birch, 45, St. John Street, East Liverpool, charged with operating a vehicle impaired first offense, driving while under the influence of alcohol or drugs and reasonable control.
A status conference hearing was set June 22 and a jury trial was set July 30 for Charles R. Macmillan, 52, Cockle Road, Salem, charged with OVI first offense and reasonable control.
A pretrial was set July 21 for Tyson Matthew Hecht Moody, 25, Pennsylvania Avenue, East Liverpool, charged with OVI first offense.
A pretrial was set July 21 for Craig Wischerman, 51, Park Court, Columbiana, charged with OVI first offense and reasonable control.
Lisa M. Richards, 40, Lisbon Street, East Liverpool, was fined $615 and sentenced to 90 days in jail with 87 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI and marked lanes. Another OVI was dismissed. Her license was suspended for one year, with driving privileges granted, and 20 hours community service.
William C. Pratz, 33, Market Street, East Liverpool, was fined $1,175 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve in jail for OVI, driving under suspension and marked lanes. He also must serve 20 days electronically monitored house arrest with work release and complete 40 hours community service. His license was suspended for three years.
